Vice President, Public Policy

The National Association of Children's Hospitals (N.A.C.H.) is pleased to announce the appointment of Dr. M. James Kaufman as the new Vice President, Public Policy. This represents the culmination of an extensive, national search assisted by Sterling Martin Associates to identify the best possible candidate to lead N.A.C.H.

Jim's professional experience includes over 15 years in a range of different organizations including the top ranked academic medical center and health system in the United States and several senior level policy and analyst roles for the Maryland state government. For the past decade, Jim has served as Director of Government Affairs for both Johns Hopkins Medicine and the Johns Hopkins Institutions - Johns Hopkins is a member of NACHRI. These combined organizations have 45,000 employees, a budget of nearly $5.0 billion and they are the largest private employer in the state of Maryland.

Since 1997, Jim has represented Johns Hopkins at the federal, state, and local levels addressing a wide variety of policy issues. At the federal level, he has worked on the higher education re-authorization, State Children's Health Insurance (SCHIP) re-authorization, Medicare physician payments reform, funding for embryonic stem cell research, Medicaid regulations, the National Institutes of Health (NIH) re-authorization, and related appropriations. Prior to John's Hopkins, Jim's experience included serving as Finance Policy Analyst for the Maryland Higher Education Commission and Budget Policy Analyst for the Maryland Department of Legislative Services.

Jim comes to NACHRI with Master of Public Administration, Policy Analysis from the University of Baltimore and a Ph.D. from University of Maryland Graduate Schools in Health Policy - his dissertation examined the relationship between physician reimbursement rates and the location of inpatient hospital care. He has received many honors, including the Leadership Maryland Award (2004) and the Johns Hopkins Medicine Leadership Development Program (2003), and has served both the healthcare community as well as other organizations in numerous leadership capacities.
